Founder of One Step Ahead Consulting Group, he established OSA Group LLC in early 2020 to provide enhanced training for the public safety community of Southern New England.

As a 26-year member of the Rhode Island Fire Service, Joe is currently serving the Town of Portsmouth, RI as Lieutenant in the Fire Department and coordinator for Portsmouth’s ASHE/CVI preparedness & Response.

In 2010, he was appointed as a career Firefighter in Coventry, and promoted to Lieutenant in 2017. Joe is founder of Coventry’s Rescue Task Force and attached to the Coventry/West Warwick Police Regional SWAT Team. Additionally, he served as the President of Coventry Professional Firefighters IAFF Local 3372, establishing several firefighter safety initiatives still in use today.

Joe has worked with the RI Fire Academy since 2014. He is an I/C for the 12-week Municipal Recruit Training. In 2021, he became the Coordinator for the NFPA 1021 Fire Officer Program. He has served as an adjunct instructor for the CCRI EMT Course, and AHA CPR Instructor.  

Joe has a positive, practical, and passionate leadership style. Appointed as the Fire Chief for the Nasonville Fire District of Burrillville, RI for 3 years. While working as Chief he joined the Greater Woonsocket Fire Chiefs’ Mutual Aid Association. He worked with area chiefs to establish several initiatives for firefighter safety, training & response.

Joe currently serves as the fire service technical advisor to RI DOT, Traffic Options LLC, Drive Engineering of Pennsylvania and RI Municipal Police Academy to develop the online learning platform of the TIMS training.

He has a vast skill set mixed with a wide variety of experience, education, training, and expertise.
